How do they Decide?

was wonder yesterday: how to they (and by ‘they’ I mean Blizzard) decide on what faction to make their NPC’s. Shatrath and Dalaran, for example, are both available to Horde and Alliance. So, why is it that the flight path in Dalaran is controlled by a Blood Elf? How do they decide who controls which bank?
I know this seems like a non-impotant topic, but have you not always wondered how they decide? Is there rules put in place meaning they have to distribute an even amount of Horde and Alliance NPC’s within the world? And to make matters more complicated, do they have to evenly distribute every race also? What about gender? Would any player actually complain if there were a lack of women NPC’s in Dalaran?
Maybe I’m thinking about this too much… Maybe I need a break
